of the EIGHTEENTH ANNUAL GENERAL MEETING
held on November 24th 2011 at The Old Plough,

The Chairman, Lyndon
Whittaker, informed the meeting that Derek Green, a member of the Rutland
Pétanque League since its inception had passed away on November 6th.
His funeral had been held on Friday 18th November at Tilton. He had
played his pétanque at the Fox & Hounds, Knossington and would be missed by
all who had had the privilege of playing with and against him.

There being no other
nominations, Lyndon Whittaker was re-elected Chairman and Pat Tyler was
re-elected Treasurer & Secretary for the ensuing year.

Proposal to amend League Rule 13 with regard to postponement of matches
Rosie Whittaker proposed changes to Rule 13 which
were approved by all present except
one member dissenting. The new Rule 13 below (which incorporates the existing
rule 13) will apply with effect from the Season 2012.
Rule 13 Postponement and Abandonment of Matches
Captains are expected to take a common sense
approach to ensuring that their team turns out each week and to organise teams
far enough in advance in order that problems do not occur. Where there are
difficulties in raising a full squad of 6 players, it is possible for a team to
field fewer than 6 players. The reduced team will play fewer boules but still
have a chance of gaining points, rather than having all legs awarded against
them. Remember that a squad of only three
has a chance of winning two legs. The normal rule applies
of two boules per player for triples and three boules per player for doubles. (Therefore if you are playing with only 5 players
in a league match then one team will have 3 players with 2 boules and one team
with 2 players with only 2 boules.)
a)
If a team is unable
to raise a side because of holidays, work commitments, etc. a match may be
postponed by agreement between the opposing captains. But if the opposing captain
does not agree and the team which is unable to raise a team calls off the
match, the opposition may claim the match with a score of 13-7 for each leg.
A captain who wishes to
postpone a match must contact the opposition captain (not the venue):
·
by telephone at least 72 hours before the fixture, normally by 7.30pm
on the Saturday before the game
or
·
by email at least eight days before the
fixture, normally by 7.30pm on the Monday of the previous week. Responsibility
for ensuring that the email has been received rests with the captain seeking
the postponement.
Failure to comply with
these deadlines will result in a 4-0 win for the opposition (13-7 for each leg)
unless the opposition captain wishes this rule to be waived for this match.
b)
An exception can be
made in the event of a family or medical emergency. In this instance, it is
acceptable to give the opposition less than the required notice. The postponing
captain will need to provide details of the emergency to the opposing captain
and the league secretary. Where the league secretary and chairman confirm that
there was an emergency, the captains will re-arrange the game. Where it is not
confirmed that there was an emergency, the opposing team will be awarded a 4-0
(13-7) win unless the opposition captain wishes this rule to be waived for this
match.
c)
If a match has been
postponed under a), or b) above, the postponing captain must contact the
opposition captain within 7 days of the fixture date to arrange a new date. As
soon as the date is fixed, it should be notified to the league secretary and
shown on the website. If the postponing captain fails to arrange a new date
within this timescale, the opposition will be awarded the match 4-0 (13-7 for
each leg) unless the opposition asks for this rule to be waived for this match.
d) Any team which twice in one season fails to comply
with the arrangements in a), b) and c) above will be disqualified from the
league immediately. All matches that team has played to date will be made void.
There will be a right of appeal to the league committee.
e) The two captains may agree to abandon a
match because of exceptional circumstances, i.e. danger of a
thunderstorm/lightning, snow on the piste, flooded piste or failure of
floodlighting. The completed legs scores at the point of abandonment will stand
unless both captains agree to re-arrange the fixture, either wholly or in part,
within 3 weeks of the date of the original fixture. Captains can agree to:
– replay the fixture in
full
- re-commence with the
scores at the point of abandonment
- recommence at the start
of the second leg if the first leg has been completed
f) Where an abandoned league match has to be
completed at a later date a team may introduce different players with the
agreement of the opposing captain.
g) All games must be played by the end of the
Sunday following the final fixture of the season.
Addition to the League Constitution
Rosie Whittaker
introduced a proposal on the league structure. The meeting felt that new clubs should
always be welcomed and Rosie withdrew a number of clauses in the proposal.
Members agreed the following new clause to the constitution:
Clause 7 Annual Registration and fixtures
a) Registration forms will be made available by
the League Secretary no later than January 1 each year.
b) No registration will be accepted unless and
until the Secretary has received a completed registration form and the
necessary fee.
c) All registrations must be received together
with the fee on or before March 1st of each year. It will be at the
absolute discretion of the League Committee as to whether any registrations
received after this date is accepted.
d) The secretary and chairman will decide the
most appropriate format of divisions, having discussed the issues with members
of the consultative committee.
e) Each team will play all other teams in their
division twice – once at home and once away – unless the home team have
unavoidable problems with venue (eg pub is closed for
renovations) and they wish to play their fixture(s) on a 2-away games principle
by mutual agreement.
f) In a year when a smaller new division is
appropriate to accommodate new teams, teams in that division may play each
other four times – twice home and twice away. To avoid rejecting applications
from new teams it may be necessary to adjust the number of teams in the
established divisions.
With a new deadline for
payment of fees, in clause 7c) above, it was agreed to delete the current
clause 5e.

Report of the League Chairman
Slaters Batchelors from Collyweston had a superb season, finishing
champions of Division One the year after being promoted from Division Two. Good
luck to them in the Premier Division where they will be joined by Division One
runners-up the White Horse Hunters from Morcott.
The Slaters also won the
Turner Plate, beating the Rugby Club Forwards in the final at the Horseshoe,
Oakham.
In the Premier Division
Chimera overcame some organisational difficulties to become champions again
with Rose & Crown Nomads taking the runners-up slot. The Dog and Gun lifted the Greene King Cup,
defeating the Danish Invader in the final at the Three Horseshoes, Whissendine.
For the Danish Invader this was their best season yet, finishing fourth in the
Premier Division.
Division Two saw a tight
tussle for promotion with four teams in contention until the Fox and Hounds
emerged as champions with Beach Boys of Barrowden taking second place for
promotion to Division One.
The South Division saw an
exciting finish to the promotion race with Collyweston Wibbetts
climbing from fifth position to top in their final game of the season.
In the North Division
Greetham Vikings 2 overtook Three Horseshoe Nailers
in another last- gasp finish.
Last season 51 teams
applied for league membership. So that we could accommodate a new team we tried
an 11-team division in the North. I
think it is safe to say this was not popular. Pat and I had wanted to encourage
a new team but it became obvious that the structure created unfairness because
not all teams in the division played each other twice during the season.
Later in the agenda there
is a motion which will open a discussion on the league structure and will
include the question of how and when we should accommodate new teams.
This is our 18th
annual meeting and once again I would like to thank Pat for the many hours of
work he puts in to ensure that the rest of us can turn out on Tuesday nights to
play pétanque. We have a results service and website to be proud of.
